Bordom Housekeeping - Content Should Be Relevant

I've implemented a basic URL/link checker, which will run periodically to ensure all of the submitted content on bordom.net is good.

Over the years, we've collected a ton of links, and due to the organic nature of the internets, many of these links die a silent death. It is a goal of bordom.net to stay relevant, and not a graveyard for old things that link to 404 errors.

At the moment, these "dead" items are simply flagged as such, and are not removed. It will (optimistically) be a duty of the administrators to remove these items.
