Allow me to draw your attention to the parts of this graph where the derivative goes positive:

1. Early 1940s. Ok, well that's WWII. Makes sense.
2. Early 1980s though mid 1990s. Reagan and GHW Bush. Hmm?
3. 2001-ish. GW Bush. Hmm!
